To address long-standing issues of land speculation, administrative inefficiencies, and stalled urban development, Nigeria’s Federal Capital Territory (FCT) Minister, Nyesom Wike, has announced comprehensive land reforms set to take effect on April 21, 2025.
Confiance News gathered that the reforms, described as a cornerstone of Wike’s vision for a more transparent and dynamic Abuja, aim to streamline land administration, boost investor confidence, and accelerate infrastructure growth in the nation’s capital.
Speaking through Chijioke Nwankwoeze, Director of Land Administration at the FCTA, and Lere Olayinka, Senior Special Assistant on Public Communications, Wike outlined the reforms during a press briefing in Abuja on April 11. The new policies introduce stringent measures to curb land hoarding and ensure timely development. A landmark provision mandates the revocation of undeveloped plots two years after the issuance of a Statutory Right of Occupancy (R-of-O). “The period to erect and complete developments on any land granted in the FCT is now two years from the date of the R-of-O commencement,” Nwankwoeze stated, emphasizing accountability for landowners.
The reforms also impose a strict 21-day deadline for allottees to settle all R-of-O bills, including rents, fees, and charges, or risk cancellation of their land offers. Previously, the absence of clear payment deadlines led to delays, with some allottees holding titles for years without fulfilling financial obligations. This laxity, according to Nwankwoeze, fueled speculation and racketeering, stifling infrastructure progress and inflating costs for the FCTA due to repeated public notices.
Another key focus is the titling of Mass Housing projects and sectional interests, set to begin on April 21, 2025. Subscribers and developers must apply to the Department of Land Administration to process titles, providing a clear pathway for property owners in housing estates to secure legal documentation. The initiative addresses the inefficiencies of the Mass Housing program launched in 2000, where only two of 445 developers have fully complied with allocation terms, leaving many residents without proper titles.
The reforms also tackle the regularization of Area Council land documents, a persistent challenge in the FCT. Of 261,914 documents submitted since 2006, only 2,358 have been cleared—a mere 3.2%. Going forward, vetted documents will convert to statutory titles, with beneficiaries required to pay associated fees within 60 days or forfeit their offers. This move aims to bring order to the chaotic land allocation practices by Area Councils, ensuring all FCT lands are recognized as urban and properly titled.
Wike’s reforms have sparked mixed reactions. Real estate developers and investors have welcomed the clarity and efficiency, anticipating a boost in market confidence. However, some landowners worry about the tight timelines, particularly for large-scale projects requiring significant capital. Critics also point to Wike’s earlier revocation of 4,794 land titles in March 2025, including that of the Peoples Democratic Party’s national secretariat, as evidence of an aggressive approach that could unsettle stakeholders.
Despite these concerns, the FCTA insists the reforms align with President Bola Tinubu’s Renewed Hope Agenda, prioritizing sustainable urban growth. By enforcing discipline in land administration, Wike aims to transform Abuja into a hub of structured development, where resources are utilized effectively, and every plot contributes to the city’s progress.
